Action Taken at April 2, 2013 Meeting

Shall the commission:

58. Authorize the sale of one vessel for the nonpayment of moorage fees? An auction was scheduled on April 25 for a 25-foot 1978 fiberglass sailboat with a moorage fee of $1,013. The sailboat owner paid the fee so the auction was cancelled. (2289/Consent Agenda C) Approved 3-0

59. Authorize the executive director to send a letter of intent to the Hotel Services Group? A request for qualifications and vision was sent a hotel near the Bellingham airport. There were four respondents and Hotel Services Group was selected. A Holiday Inn with 150 rooms, underground parking, workout room, meeting space and restaurant will be constructed at the intersection of West Bakerview and Airport Drive at an estimated cost of $19-20 million. Approximately 80-90 full time employees will be hired, 40 for the hotel and 40-50 for the restaurant. The letter is an outline of the transaction with the lease document and lease terms attached. (2284/Action Item 1) Approved 2-1, Ken McAuley opposed.

60. Approve an event and site use agreement with Allied Arts of Whatcom County for the 2013 Bellwether Arts Market? This is the second year of the Bellwether Arts Market. The port will pay Allied Arts $17,000 to produce the Bellwether Arts Market. The market will be open each Sunday in August from 10 a.m. to 4 p.m at the Tom Glenn Common. The event will have booths with arts, crafts, local vendors, face painting and live music. No alcohol can be sold or consumed at the event and no pyrotechnic devices allowed. (2286/Action Item 3) Approved 3-0

61. Approve an event and site use agreement with The Jazz Project for the 2013 Bellwether Jazz Festival? The port will pay The Jazz project $10,000 to produce a free public concert at Tom Glenn Common. The Jazz Project and its executive director Jud Sherwood produced the first Bellwether Jazz Festival in 2011, a free, one-day public concert. The 2013 festival will be Saturday, September 7, from noon to 8 p.m. Beer and wine will be be sold, no pyrotechnic devices will be allowed. (2287/Action Item 4) Approved 3-0

62. Authorize the executive director to sign a $30,000 contract (amendment #6) with KPFF Consulting Engineers of Seattle to provide a mooring analysis for the shipping terminal and main pier repair/replacement project? The mooring and structural analysis will provide a report to assist the port in evaluating the potential risks to mooring vessels such as the Horizon and Arctic Challenger simultaneously along the south dock. This amendment brings the total contract to $406,782. (2288/Action Item 5) Approved 3-0
