Action Taken at February 4, 2014 Meeting

Shall the commission:

23. Authorize the executive director to spend $37,461 to purchase office furniture for the Bellingham airport from Workplace Development dba Open Square of Seattle? The airport’s administrative office has been relocated and expanded to meet the demands of the airport’s growth. A contingency fee of $3,746 brings the total contact to $41,207. (2906/Consent Agenda C) Approved 3-0

24. Authorize the executive director to sign a $25,000 agreement (amendment #2) with the Port of Tacoma for assistance in obtaining federal permits for new and existing projects? At the 2/21/2013 meeting, vote #25, the commission approved the initial $25,000 agreement to allow the Port of Bellingham to take advantage of agreements the Port of Tacoma has with the National Oceanic and Atmospheric Administration and the U.S. Fish and Wildlife Service. This vote will bring the total to $75,000. The Port of Bellingham has a number projects that will require the acquisition of federal permits. (2900/Consent Agenda D) Approved 3-0

25. Authorize the executive director to sign a $233,277 contract with Puget Sound Executive Services of Seattle to provide security at the Bellingham airport? The company will provide law officers at screening checkpoints. The federal government will reimburse the port for approximately 45 percent of the total cost with the remaining balance reimbursed by the airlines. The contract runs from. (2907/Action Item 1) Approved 3-0

26. Authorize the executive director to sign a $136,900 contract (amendment #6) with Landau Associated of Edmonds for the next phase of environmental remediation at the Blaine Marina site? The original contract for the Blaine Marine tank farm site was approved at the 10/4/2011 meeting, vote #150. The site has been listed by the state as falling under the Model Toxics Control Act. The site cleanup will be a multi-phase process. Previous environmental investigations have identified petroleum hydrocarbons in the soil and groundwater. This amendment is for completion of the remedial investigation/feasibility study, negotiations of a consent decree for final design and cleanup. This amendment brings the total contract to $653,240. (2901/Action Item 2) Approved 3-0

27. Authorize the executive director to sign a $113,409 contract (amendment #1) with CH2M HILL of Englewood, CO for water and sanitary sewer services plan for the Bellingham airport? The second phase of the project will be design, plans, specifications and cost estimates for the installation of a large water main along Mitchell Way and West Bakerview. The proposed airport hotel and aircraft deicing will increase the impact on the city’s sewer system. A contingency fee of $15,000 brings the total amended contract to $145,345. (2902/Action Item 3) Approved 3-0

Action Taken at February 18, 2014 Meeting

Shall the commission:

28. Settle property damage claims with six boat owners and their insurance carriers? The six boat owners will pay the port a total of $675,000 and sign mutual partial release and settlement agreements. The total property loss to date is approximately $1,824,738. The port insurance carriers have paid this loss less the port deductible of $125,000, (2950/ Action Item 1) Approved 3-0

29. Authorize the executive director to pay the outstanding fee of $14,374 to the National Pollution Fund from the Coast Guide response to the Squalicum Marine boathouse fire? Eleven vessels and a boathouse were destroyed in the March 30, 2012 fire, all of them sunk creating a hugh amount of rubble. (2950/Action Item 1) Approved 3-0

30. Authorize the executive director to sign an exclusive negotiating agreement with Harcourt Developments Limited of Dublin, Ireland to redevelop 11 acres in the Waterfront District? This agreement is for 120 days. The time will be spent negotiating a long term definitive agreement that will be subject to commission approval. (2957/Action Item 2) Approved 3-0

31. Authorize the executive director to sign a $53,449 contract (amendment #1) with Air-Transport IT Services of Orlando, Florida, for a multiple user passenger processing system? The system allows airlines to use any ticket agent and/or boarding gate without having to assign a gate to any single airline. The software will allow airlines to make passenger processing a smooth operation. The contract covers 36 work stations, necessary servers and hardware plus installing and maintaing the system. This amendments is for bar code readers at all work stations; they were not included in the original bidding process. The engineer’s estimate cost was $700,000. This amendment brings the total contract to $719,168. (2959/Action Item 3) Approved 3-0

32. Authorize the executive director to sign a $40,000 change order with Strider Construction Company of Bellingham for disposal of contaminated soils from the Westman Marine site in Blaine? A 2002 report on the Westman Marine site identified the release of tributyltin; polycyclic aromatic hydrocarbons, metals and semivolatile organic compounds in sediment at the site. The site falls under the Model Toxics Control Act. Pre-approved disposal sites are the Republic Services site at the Roosevelt Landfill in Washington and the Waste Management site near Arlington, Oregon. This increase to the caustic plume/cell building remedial action project brings the total contract to $4,823746 (2958/Action Item 4) Approved 3-0

33. Modify a lease agreement with Halibut Henry’s? In 1999, the owners initially leased 346 square feet of space in the main airport passenger terminal. At the 7/2/2013 meeting, vote #111, the commission voted to add an additional 156 square feet for sales of travel aids and gifts but not food service for a total of 1,438 square feet. This modification includes a four month rent abatement for the impact of airport construction which was greater than initially anticipated. (2960/Action Item 5) Approved 3-0

34. Make an exception to port rules and regulations governing the hiring of relatives? The port advertised for a maintenance technician position and the most qualified applicant is a relative to a port employee working in maintenance. The commissioners agreed to approve this one time exception. (New Business) Approved 3-0

Action Taken at March 4, 2014 Meeting

Shall the commission:

35. Authorize the executive director to sign a memorandum of agreement with the state of Washington to join the Washington Brownfields Coalition in support of cleanup and redevelopment of contaminated properties in Whatcom County? (2984/Consent Agenda C) Approved 3-0

36. Authorize the executive director to sign a $76,900 contract (amendment #5) with Anchor QEA of Seattle for supplemental sampling and report revisions of the Central Waterfront site? The original contract was approved at the 5/14/2012 meeting, vote #90. The site is approximately 55 acres of industrial property, used for bulk fueling, boat yard operations, rock crushing and municipal waste disposal. This amendment address state requirements for additional sampling in areas associated with a former bulk fueling facility. This site falls under the Model Toxics Control Act making 50 percent of cleanup costs eligible for state grants. This amendment brings the total contract to $609,630. (2711/Action Item 1) Approved 3-0

37. Award 2014 Small City Economical Development Fund grants totaling $80,000 to Blaine, Everson, Ferndale and Lynden? The port started the small city grant program in 2004. The city of Blaine will receive $20,000 ($20,000 cash match) to pay for tasks to submit a permit for the Gateway Wetlands Consolidated Mitigation Site. The city of Everson will receive $20,000 ($75,000 cash match) for improvements to Kirsch Drive. The city of Ferndale will receive $20,000 ($30,000 cash match) to pay for preliminary design of the Thornton Road extension. The city of Lynden will receive $20,000 ($20,000 cash match) for construction upgrades to 7th Street from Grover to Riverview Road. (2988/Action Item 2) Approved 3-0

38. Approve a lease with the Atlantic Maritime Officers Association for 680 square feet at the Harbor Mall? The association is the bargaining agent for licensed officers working with Conoco Phillips-Polar Tankers. The lease will run from 3/1/2014 through 2/29/2016. The monthly rent is $564.40. (2989/Action Item 3) Approved 3-0

Action Taken at March 18, 2014 Meeting

Shall the commission:

39. Authorize the executive director to sign an agreement (amendment #1) with Standing Parking Corporation of Chicago, Ill., to manage the Bellingham airport parking lots? A five-year agreement was approved at the 4/5/2011 meeting, vote #57. The port will pay the company $1,085,832 for the fourth year and $1,113,185 for the fifth year. Standard Parking will provide three buses and drivers to move customers between the overflow parking lots and the main terminal. This amendment runs from 4/1/2014 through 3/31/2016. The commission first approved a contract with Standard Parking Corporation to manage the airport parking lots at the 4/3/2007 meeting, vote #51. (3085/Action Item 1) Approved 3-0

Amend the resolution establishing the Bellingham Airport Advisory Committee? The committee was established in 1992 to address airport operations and the impacts on Whatcom County. The committee was created to act as both a citizen and aviation-interest group. As airport operation have increased the growing difference has led to frustration among the avaiation-releated and community members. This committee is being reorganized into non-technical committee with community members. The 12 members will deal matters like: planning and development, traffic, noise, economic impacts and tourism. 3086/Action Item 2 (Resolution 1320A) Approved 3-0

41. Establish a new Technical Airport Advisory Committee? This committee will provide technical aeronautical and operational input. The nine member committee will have representatives from commercial, general and corporation aviation; pilot associations, air cargo, airport business and air traffic control. 3086/Action Item 2 (Resolution 1329) Approved 3-0

42. Authorize the executive director to sign a $13,500 contract (amendment #2) with Associated Project Consultants of Bellingham to provide design and site evaluation for the installation of a fire sprinkler system at Squalicum Harbor? A boathouse fire on 3/30/2012, killed two people and twelve boats were destroyed. At the 9/24/2012 meeting, vote # 187, the Bellingham City Council approved a marina boathouse chapter to the Bellingham Fire Code. The new code outlines safety regulations, requires permits and annual inspections of all harbor boathouses and establishes maintenance requirements for handling and storage of combustible materials. In addition, fire alarm and protection systems will be required in all the larger boathouse condominiums. The contingency fee is $1,350. This amendment brings the total contract not including the contingency fee to $104,075. (3079/Action Item 3) Approved 3-0
