Action Taken at March 6, 2007 Meeting

Shall the commission:

31. Declare the fireboat “Firebelle,” the boathouse and dock surplus? The boat was built in 1985 to provide protection against fires until floats in the marina had fixed fire lines. All floats in the marina now have fixed fire lines. In an agreement with the city of Bellingham, once the fire lines are fixed, the city becomes the owner of the fireboat in exchange for the port providing free moorage. (Resolution 1242) Approved 3-0

32. Authorize the executive director to enter into a $30,000 contract with BERGER/ABAM Engineers of Federal Way to prepare a pre-design report for the Harris Avenue Shipyard redevelopment project? The creosoted timber on the shoreward portion of the main pier is in need of repair. The pre-design report includes surveying the condition of the pier and developing repair options. The contract includes a 10 percent contingency fee for a total of $35,000. Approved 3-0

33. Authorize the executive director to execute a $358,253 contract with VECA Electric Company of Bellingham for lighting work at Squalicum Harbor and the shipping terminal? The contract includes Squalicum promenade lighting, dock cart enclosures at Squalicum Harbor and additional power to the shipping terminal. The contract includes a 10 percent contingency fee for a total of $394,078. Approved 3-0

34. Authorize the executive director to enter into a $46,016 contract with Hunnicutts Inc. of Bellingham for the painting of multiple facilities? The contract includes a 10 percent contingency fee for a total of $53,000. Approved 3-0

35. Authorize the executive director to execute a $57,804 contract with Farallon Consulting of Issaquah to perform consulting for the port’s environmental compliance program? Approximately 80 tenants are subject to some form of environmental regulation; the port regularly inspects these tenants. Fallon will review the program and update operating procedures. The contract includes a 10 percent contingency fee for a total of $63,584. Approved 3-0

36. Authorize the executive director to execute a $175,000 contract with David Evans and Associates of Bellingham for phase two of the Bellingham airport parking lot expansion project? Construction for phase one was approved at the 10/9/06 meeting, vote number 107. Phase one added 76 spaces for a total of 691 parking spaces; phase two will add 370 spaces for a total of 1,061. The engineering services for phase two will address the relocation of Mitchell Way, removal of buildings, the impact of stormwater collection and a wetlands mitigation plan. The estimated cost of the three phases is $4,070,000. The contract includes a 10 percent contingency fee for a total of $192,500. Approved 3-0

37. Authorize the executive director to execute a $135,000 contract with Anchor Environmental LLC of Bellingham for design and permitting of the Squalicum Creek restoration project? The Squalicum Creek delta includes a federal channel, a state waterway and two port tenants, Mt. Baker Plywood and Bellingham Cold Storage. In 2001, Anchor Environmental produced a study with four alternatives for the restoration of the delta. The selected alternative leaves the channel in the current location and doesn’t disrupt the waterfront economy. Approved 3-0

38. Authorize the executive director to sign an amended state grant for New Whatcom? The commission authorized the executive director to accept a $2 million state grant at the 12/6/05 meeting, vote number 127. Of the total, $1.6 million was for site demolition and $400,000 was for planning. The deadline for spending the grant was June 2007. To date, only the $400,000 for planning has been spent. The amendment will increase the amount for planning to $1.1 million and the amount for demolition will be decreased to $500,000. Approved 3-0

39. Approve the third supplemental agreement with the city of Bellingham for $402,878 to fund the next phase of New Whatcom? This authorizes — with the city of Bellingham adding the same amount — preparation of the draft environmental impact statement and the public involvement program. The first agreement was approved at the 7/18/06 meeting, vote number 93, and second agreement at the 12/12/06 meeting, vote number 138. Approved 3-0

40. Authorize the executive director to amend the contract for $773,882 with CollinsWoerman of Seattle for planning, environmental impact statement support and public involvement? The original contract for $315,332 was approved at the 12/12/06 meeting, vote number 139. This amendment brings the contract total to $1,089,214. Approved 3-0

41. Authorize the executive director to amend the contract for $31,875 with Blumen Consulting Group of Kirkland for the draft environmental impact statement for New Whatcom? The original contract for $348,905 was approved at the 12/12/06 meeting, vote number 139. This amendment brings the contract total to 380,780. Approved 3-0

42. Amend the 2007 budget to increase New Whatcom expenditures by $1,345,829? The increase will go for the master plan and the environmental impact statement. This amendment will bring 2007 expenditures for New Whatcom to $2,200,000. Approved 3-0

Action Taken at March 20, 2007 Meeting

Shall the commission:

43. Authorize the executive director to spend $75,000 to purchase lighting, signage and equipment for the temporary parking lot at the Bellingham airport? The port recently purchased the WANG site and it will be used as a temporary site for pay parking overflow. The WANG site will be used until the parking lot expansion project (see vote 36) is completed. Approved 3-0
